Officer Arrested For Fifth Time

November 16, 2004 By MATT BURGARD, Hartford Courant Staff Writer

A Windsor police officer who had been arrested four times earlier this year on a variety of domestic violence and theft-related charges was arrested a fifth time last week on drunken driving charges, state police said.

Charles "Gerry" Bagley, 46, who has been on paid leave since being charged with abusing his wife during an argument in July, was charged Wednesday with driving under the influence and traveling the wrong way on a highway, according to state police at Troop H in Hartford.

A state police report said Bagley was pulled over about 11:30 p.m. after a trooper spotted him driving southbound in the northbound lanes of I-91 between exits 25 and 27 in Wethersfield.

No further details of the arrest were available Monday. Bagley was not available for comment.

The arrest was Bagley's fifth this year and the first since Aug. 25, when Windsor police charged him with first-degree larceny in connection with the theft of department computers and other police property that Bagley was accused of taking for his personal use.

That arrest came on the heels of a department investigation into Bagley's relationship with his wife, Marnie, who complained that Bagley had thrown a bottle of spray starch at her head during an argument. Bagley eventually was charged with breach of peace and later was arrested on charges that he violated a protective order by trying to have contact with his wife, police said.

In another arrest in August, Bagley was charged with criminal trespassing, but details of that incident have not been released. In all, Bagley, who was the head of the Windsor police union before his first arrest in July, was arrested twice in July and twice in August before last week's DUI arrest.
