AN ACT IMPLEMENTING THE RECOMMENDATIONS OF THE PROGRAM REVIEW AND INVESTIGATIONS COMMITTEE CONCERNING HOMELAND SECURITY.
Be it enacted by the Senate and House of Representatives in General Assembly convened:
Section 1. (NEW) (Effective October 1, 2008) (a) The Connecticut Police Chiefs Association shall appoint five regional intelligence liaison officers to serve as a liaison between said department and the local intelligence liaison officers appointed in accordance with subsection (b) of this section and to facilitate the sharing of criminal and terrorism-related intelligence. Each such regional officer shall serve a region of the state designated by the Department of Emergency Management and Homeland Security. Any regional intelligence liaison officer appointed before October 1, 2008, shall serve the remainder of his or her appointed term. Regional intelligence liaison officers shall serve a term of not less than two years. If at any time there should be less than five such officers, the Connecticut Police Chiefs Association shall appoint a replacement.
(b) Each municipal police chief shall appoint an intelligence liaison officer to relay intelligence and information to the regional intelligence liaison officer appointed for the region encompassing such municipality. If such municipality does not have a police chief, the Division of State Police within the Department of Public Safety shall make the appointment. If such municipality has a population of more than one hundred thousand, the appointing authority shall appoint two intelligence liaison officers. Any intelligence liaison officer appointed before October 1, 2008, shall serve the remainder of his or her appointed term. If at any time the position of intelligence liaison officer becomes vacant, the position shall be filled in the same manner as the original appointment. Local intelligence liaison officers shall serve a term of not less than two years. For the purposes of this subsection, "population" means the number of municipal residents according to the most recent version of the Connecticut Register and Manual.
