CIA USA Network Propaganda

The CIA is not supposed to conduct operations within the borders of the United States of America. Is the USA Network television series, "Covert Affairs", a thinly veiled propaganda tool of the CIA to justify, and put polish on, their illegal domestic spying, espionage, and black-ops going on within US borders?

Is [this] proof that the CIA is more about organized crime, drug smuggling, domestic spying, obstruction of justice, murder, rape, and other crimes?

Does the CIA have covert, embedded agents in State Governments to run every aspect? Jesse Ventura seems to make those allegations in [these videos].

Should we let the network, and more importantly, elected officials know that the CIA replacing standard law enforcement on US Streets is unacceptable. To date, all show themes should involve standard law enforcement from start to finish, with the CIA and FBI being informed of activities after standard police procedures only if deemed necessary.
